Recording traffic violations: Albanian road code Article 198
Article 198 describes how a traffic violation is established and recorded in a report, including when it is detected by automatic electronic devices. It does not set any fine amount.

Who the violation is charged to
Under paragraph 1, where responsibility can be established, the violation must be charged immediately both to the offender and to the person jointly obliged to pay the amount due.
The report and its copies
- A report (procesverbal) is drawn up, including any statements the interested parties ask to have written down; the model is set in the regulation (paragraph 2).
- A copy is given to the offender and, if present, to the jointly obliged person (paragraph 3).
- Another copy is delivered immediately to the office or command the verifying officer reports to (paragraph 4).
Violations detected by automatic devices
Paragraph 5 covers violations established by electronic and automatic digital devices on roads where signs have been placed. The report then states the grounds for the violation, and implementing acts set the report model and how it is completed. Notification in these cases follows Article 199 of the Code.
