Albanian road code Article 184: drink-driving fines by alcohol level
Article 184 of the Albanian Road Code forbids driving after drinking alcohol (paragraph 1) and sets fines that rise with the measured alcohol level.

Fines by alcohol level (paragraph 2)
As written, a value of exactly 0.5 g/l falls within both (b) ("not over 0.5") and (c) ("from 0.5"). Paragraph 2 has no separate fine band above 1.5 g/l; for such values the article provides paragraphs 4 and 11.
In all cases, besides the fine and suspension, licence points are deducted; if the offence is repeated within the year, points are deducted according to the legislation in force (paragraph 2(dh)). For values above 0.5 g/l, the fine and suspension imposed by the Road Police are sent officially to the investigating body that has started criminal proceedings (paragraph 2(d)).

- up to 0.3 g/l: 5,000 to 15,000 lek; drivers who have held a licence for less than three years, drivers of vehicles with a load capacity over 3.5 tonnes, taxis and public transport also get a 3 to 6 month licence suspension (paragraph 2(a));
- over 0.3 g/l and not over 0.5 g/l: 10,000 to 20,000 lek and a 3 to 6 month suspension (paragraph 2(b));
- from 0.5 to 0.8 g/l: 10,000 to 20,000 lek and a 12 to 24 month suspension (paragraph 2(c));
- over 0.8 and up to 1.5 g/l: 20,000 to 40,000 lek and a 12 to 24 month suspension (paragraph 2(ç)).
Night-time, accidents and repeat offences
The prescribed administrative measure increases by one third to two thirds if the offence is committed after 22:00 and before 07:00 (paragraph 6).
If a drunk driver causes an accident with material damage, then besides the measures for the alcohol level found, the vehicle is administratively detained for two months, unless it belongs to a person unconnected with the criminal offence (paragraph 3). If a driver who causes an accident is found above 1.5 g/l, the licence is withdrawn (paragraph 4).
If the checks under paragraphs 6 and 7 show more than 0.5 g/l, the driver is considered drunk and is subject to the sanctions of paragraphs 2 and 4 (paragraph 9). Above 1.5 g/l, the police may require a medical examination for the purposes of article 117 and suspend the licence until further medical checks are positive (paragraph 11).
If more than 0.5 g/l is found in the blood of a driver who has previously been found and punished for driving under the influence of alcohol or while drunk, the licence is withdrawn permanently on repetition (paragraph 11.1).
Refusing a test (paragraph 10)
A driver who refuses the checks and tests in paragraphs 6, 7 and 8 is punished with the sanctions of paragraph 2, unless the act is a criminal offence. The text refers to paragraph 2 as a whole and does not name a specific band.
