Notification of violations: Albanian road code Article 199
Article 199 sets out to whom, within what time limits and by what means a violation is notified when the offender was not identified on the spot. It does not set any fine amount.

The 30-day limit
Under paragraph 1, if the offender cannot be identified immediately, the report with precise and detailed data on the violation and the reasons why immediate identification was impossible must be notified to the offender within 30 days of the violation being verified. If the offender is not identified and the violation was committed by the driver of a motor vehicle with a number plate, the notice goes to one of the persons listed in Article 194, as shown in the relevant registers on the date of verification. If the offender or another of the listed persons is identified later, notice may be given to them within 30 days of identification.
360 days for residents abroad
Paragraph 2 says that for residents abroad the notification must be made within 360 days of the violation being verified. If the residence of the person to be notified is unknown, notifying that person is not mandatory, and the notice goes to the other persons under paragraph 1.
How notices are delivered
- Through the bodies listed in Article 12, by municipal couriers as provided by the Code of Civil Procedure, or by post under the rules for postal notices (paragraph 3).
- A notice is considered properly made when made at the residence or domicile shown in the registration certificate, the national vehicle archive or the driving licence (paragraph 3).
- Notices of violations and decisions are also sent by certified electronic notification (paragraph 3).
Costs and missed deadlines
The costs of verification and notification are charged to the person obliged to pay the administrative fine (paragraph 4). Under paragraph 5, a person whose notification is not made within the set period is no longer obliged to pay the administrative fine.
