Albanian road code Article 191: compulsory third-party liability insurance
Article 191 of the Albanian Road Code forbids driving without third-party liability insurance and sets the fine for doing so.

Who needs insurance (paragraph 1)
Motor vehicles that do not run on rails, including trolleybuses and trailers, may not be driven on roads and in public places unless they are insured under the rules in force on civil liability towards third parties. The article makes no special mention of foreign-registered or rental cars.
Fine under Article 191 (paragraph 2)
Anyone driving uninsured is fined 10,000 to 40,000 lek. This article sets no additional measure. Amounts are taken from the published Code text; check the exact amount due in the official payment channel before paying.
