Renting a vehicle without a driver: Albanian road code Article 83
Article 83 explains when a vehicle counts as intended for rental without a driver and sets a fine for anyone who rents out a vehicle that is not intended for this purpose.

What rental without a driver means
Under paragraph 1, a vehicle is intended for rental without a driver when the lessor, for payment, undertakes to make the vehicle itself available to the renter at the renter’s request.
Which vehicles can be rented out
Under paragraph 2, all motor vehicles and their trailers may be designated for rental, including goods vehicles with a full load above 1.5 tonnes and passenger vehicles other than cars.
- The transport permit for such vehicles is issued on the basis of the relevant licence (paragraph 3).
- The minister responsible for transport sets the criteria and procedure for issuing the permit by order (paragraph 4).
The fine in paragraph 5
Anyone who rents out, without a driver, a vehicle not intended for this purpose faces an administrative fine:
- 25,000 to 100,000 lek for motor vehicles or trailers;
- 2,500 to 10,000 lek for other vehicles;
- in addition, suspension of the transport permit for 2 to 8 months.
What this means for renters
The paragraph 5 fine is aimed at the person who rents the vehicle out; Article 83 sets no separate fine for the renter. The amounts are taken from the published Code text, and the exact amount to pay should be checked in the official payment channel before paying.
