Albanian road code Article 189: how drivers must behave towards pedestrians
Article 189 of the Albanian Road Code requires drivers to give way to pedestrians and sets the fine for failing to do so.

Pedestrian crossings (paragraph 1)
Where traffic is not controlled by a police officer or traffic lights, drivers must give way to pedestrians on a crossing, slowing down and stopping if necessary. The same applies when turning into another road with a pedestrian crossing at its entrance, unless pedestrians are not allowed to cross.
Built-up areas without crossings and vulnerable pedestrians
In built-up areas without pedestrian crossings, drivers must let a pedestrian who has started crossing reach the other side safely. If a pedestrian is walking unsteadily, the driver must avoid danger and stop until it is safe (paragraph 2).
Drivers must stop when a person with reduced mobility, in a wheelchair, with a white cane or a guide dog, or otherwise recognisable, crosses or intends to cross, and must avoid dangerous situations caused by careless actions of children and older people (paragraph 3).
Fine under Article 189 (paragraph 4)
Breaching articles 188 and 189 is fined 500 to 2,000 lek under paragraph 4. Amounts are taken from the published Code text; check the exact amount due in the official payment channel before paying.
