Albanian Road Code Article 140: speed limits and speeding fines
Article 140 sets the maximum speeds on Albanian roads and the fines for exceeding them, including driving licence suspension.

Speed limits (paragraph 1)
Road owners may set other limits within these values, shown by signs (paragraph 2). Mopeds: 30 km/h (paragraph 3, letter a); paragraph 3 also sets limits for heavy vehicles.
- 130 km/h on motorways;
- 90 km/h on main interurban roads;
- 80 km/h on secondary interurban and local interurban roads;
- 40 km/h on roads in built-up areas.
Speeding fines
For built-up areas the text's bands in paragraphs 8 and 9 partly overlap (more than 20 and up to 30 km/h); the Code does not clarify this. If a licence holder commits repeated breaches of paragraphs 9 and 9/1 within two years, the licence is suspended for 8 to 18 months (paragraph 12). For the vehicles in letters b, e, f, g, h, i and l of paragraph 3 (lorries, buses and similar), fines and additional measures are doubled (paragraph 11). Breaching paragraph 4 (showing the maximum speed on the rear of the paragraph 3 vehicles) is fined 20,000 to 40,000 lek (paragraph 10).

- exceeding the minimum and maximum limits (as the text puts it) by no more than 10 km/h: 1,000 to 3,000 lek (paragraph 7);
- exceeding the maximum limits by more than 10 and no more than 30 km/h: 2,000 to 4,000 lek (paragraph 8);
- more than 30 but no more than 50 km/h over outside built-up areas, and more than 20 but no more than 40 km/h over in built-up areas: 5,000 to 15,000 lek, licence suspension of 1 to 3 months and loss of points (paragraph 9);
- more than 50 km/h over outside built-up areas, and more than 40 km/h over in built-up areas: 10,000 to 20,000 lek, licence suspension of 3 to 6 months and loss of points (paragraph 9/1).
How speed is measured
Evidence includes results of approved average-speed systems, tachograph records and motorway passage documents. Speed control points must be marked in advance and clearly visible (paragraph 6).
