Albanian Road Code Article 139: safe speed, street racing and fines
Article 139 requires drivers to choose a safe speed for the road, the vehicle and the traffic, and it bans street racing and driving too slowly.

What article 139 requires
Drivers must adjust their speed, taking into account the vehicle’s characteristics, condition and load, the road, the traffic and any other circumstance, so that any danger to people and goods is avoided (paragraph 1).
Drivers must always keep control of the vehicle and be able to carry out all necessary manoeuvres safely, especially stopping immediately within the range of visibility and before any possible obstacle (paragraph 2).
Where to slow down in particular
Paragraph 3 lists places and situations where drivers must take special care to adjust their speed:
- road sections with limited visibility and bends;
- near junctions, schools and other places used by children that are marked with signs;
- steep slopes and narrow or congested passages;
- at night and when visibility is poor because of weather or other reasons;
- in built-up areas and on road sections with buildings along the sides.
Pedestrians, racing and slow driving
Near pedestrian crossings drivers must reduce speed, down to a stop, and also when pedestrians on the road hesitate or seem confused, or when animals on the road show signs of fear (paragraph 4).
Paragraph 5 bans speed racing that creates serious danger for road users, especially in urban areas, including aggressive manoeuvres, frequent lane changes without signalling and antisocial behaviour on the road. Paragraph 6 bans driving so slowly that it obstructs or endangers normal traffic.
Fines under article 139
For the drivers referred to in paragraph 7 (pedal vehicles and draught animals) the fine is 250 to 1,000 lek (paragraph 9).

- 20,000 to 60,000 lek for breaching paragraphs 3 and 5 (paragraph 8);
- 500 to 2,000 lek for other breaches of this article (paragraph 10).
